What this amendment would do

SA 4606, submitted by Ms. Hassan, aims to restore the Enhanced Health Care Premium Tax Credit within bill S. 1383.

The amendment seeks to change and add the following:

  • Premium Assistance: It extends the rules used to increase premium assistance amounts by changing dates from 2025 to 2027 and from January 1, 2026, to January 1, 2028.

  • Income Limits: It extends the rule that allows the credit for taxpayers with a household income exceeding 400 percent of the poverty line, changing the dates from 2025 to 2027 and from January 1, 2026, to January 1, 2028.

  • Effective Date: These changes apply to taxable years starting after December 31, 2025.

  • Enrollment Period: It requires the Secretary of Health and Human Services to have Exchanges provide an additional open enrollment period for plan year 2026, starting on the date the Act is enacted and ending on August 31, 2026.
