What this amendment would do

Mr. Welch submitted SA 456, which proposes adding a new section to title III of the concurrent resolution. The purpose of this amendment is to create a deficit-neutral reserve fund relating to prohibiting funding for criminal investigations or prosecutions of women's reproductive health decisions.

What It Aims to Change or Add

The amendment allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation relating to public safety.

Specifically, this can include prohibiting funding or grants for criminal investigations or prosecutions of women's reproductive health decisions. These adjustments can be made by the amounts provided in such legislation, as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
