What this amendment would do

MR. SCHUMER, along with Mr. Wyden, proposed amendment SA 454 to the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.

The purpose of this amendment is to add a new POINT OF ORDER AGAINST TAX BREAKS FOR THE WEALTHY to title IV of the budget resolution.

Here is what it aims to change or add:

  • It makes it out of order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that cuts taxes for taxpayers with an adjusted gross income greater than $1,000,000,000.

  • It allows this rule to be waived or suspended in the Senate only by an affirmative vote of three-fifths of the Members, duly chosen and sworn.

  • It requires an affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, to sustain an appeal of the ruling of the Chair on a point of order raised against these tax cuts.
