What this amendment would do
The amendment, submitted by Mr. Wyden, aims to add a title called the Oregon Recreation Enhancement Act to bill S. 1383. Its purpose is to protect, conserve, and enhance recreational, ecological, scenic, cultural, watershed, and fish and wildlife values in specific areas of Oregon.
The amendment proposes the following changes and additions:
-
Creation of Recreation Areas: It designates the Rogue Canyon Recreation Area (approximately 98,150 acres) and the Molalla Recreation Area (approximately 29,884 acres) for management by the Secretary.
-
Wildfire Management: It requires the Secretary to conduct a wildfire risk assessment and develop a wildfire mitigation plan. This plan must include vegetation management projects and evacuation routes for nearby communities.
-
Wilderness Expansion: It adds approximately 59,512 acres of Federal land to the Wild Rogue Wilderness.
-
Land Withdrawals: It withdraws specific Federal lands from mining, mineral leasing, geothermal leasing, and other forms of entry or disposal. This includes land within the designated recreation areas, the Wild Rogue Wilderness additions, and eligible Federal land in Curry County and Josephine County (specifically the Hunter Creek, Pistol River Headwaters, Rough and Ready, and Baldface Creeks proposals).
-
Land Use Restrictions: It generally prohibits the construction of new permanent or temporary roads in the new recreation areas, except for public safety or to implement the wildfire mitigation plan.
