What this amendment would do

SA 4529, submitted by Mr. Wyden, aims to add a new title to bill S. 1383 focused on land health and management within Malheur County, Oregon.

The amendment intends to change or add the following to the bill:

  • Grazing Management: It establishes the Malheur County Grazing Management Program. This program is designed to give authorized grazing permittees and lessees more "operational flexibility" (such as adjusting livestock positioning or water source placement) to improve the long-term ecological health of federal lands. It also requires the development of monitoring plans and periodic reviews of the program.

  • Community Collaboration: It creates the Malheur C.E.O. Group, a 18-member body consisting of representatives from private interests, the environmental community, Indian Tribes, and state and federal agencies. This group is tasked with proposing eligible projects related to ecological restoration, invasive species management, and economic development.

  • Wilderness Designations: It designates approximately 1,102,393 acres of federal land as wilderness and adds them to the National Wilderness Preservation System. This includes the creation of numerous specific wilderness areas, such as the Fifteenmile Creek Wilderness and the Mary Gautreaux Owyhee River Canyon Wilderness.

  • Tribal Land and Stewardship: It authorizes land conveyances to the Burns Paiute Tribe, including taking specific lands (like Jonesboro Ranch) into trust. It also establishes the Castle Rock Co-Stewardship Area to be managed through a memorandum of understanding between the Secretary and the Tribe to protect cultural, archaeological, and natural resources.
