S.Amdt. 4522

Amendment SA 4522, submitted by Mr. Lujan, aims to add a section to bill S. 1383 called the Restore and Modernize Our National Laboratories Act of 2026.

The purpose of this amendment is to address the modernization and maintenance needs of National Laboratories. It proposes the following changes and additions:

• Funding for Projects: The Secretary of Energy would fund projects for critical infrastructure, lab modernization, and priority deferred maintenance. This includes things like research labs, power plants, roads, and utilities.

• Appropriations: The amendment authorizes $5,000,000,000 for each fiscal year from 2026 through 2030, with at least 1/3 of those funds managed by the Office of Science.

• Accountability and Reporting: The Secretary must provide a list of funded projects and their funding profiles to specific House and Senate committees during the annual budget submission from 2026 to 2030.

• Strategy Updates: It amends the Energy Policy Act of 2005 to expand which offices are involved in infrastructure strategies and requires a report within one year of enactment. This report must include:

  • A priority list of proposed projects with costs and schedules.
  • A 10-year plan for reconfiguration to meet missions and address operational costs.
  • Estimates for required funding and resources.
  • A description of the planning processes, metrics, and stakeholder engagement used.
