Purpose and Changes

The amendment aims to add a deficit-neutral reserve fund related to the continuation of lifesaving biomedical research at the end of title III.

  • It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other levels.
  • It allows adjustments to the pay-as-you-go ledger for legislation relating to lifesaving biomedical research.
  • It permits actions that may include preventing or reversing arbitrary actions by the Executive Branch to limit indirect costs associated with grants awarded or administered by the National Institutes of Health.
  • It requires that the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
