What this amendment would do
This amendment adds a new section to the bill called the Emerging Innovative Border Technologies Act. Its main purpose is to require a detailed plan for finding, testing, and using new and advanced technologies to help secure international borders and ports of entry.
The amendment aims to change the bill by adding requirements that hold officials accountable for how they handle border technology. Specifically, it requires the Secretary of Homeland Security to submit a comprehensive plan to specific congressional committees within 180 days. This plan must cover several key areas:
- Technology Plan: Details on how U.S. Customs and Border Protection (CBP) will identify, integrate, and deploy safe and secure emerging technologies.
- Team Authorizations: Information on CBP Innovation Teams, which are authorized to research and adapt commercial technologies for border needs.
- Impact Assessments: Evaluations of how these new technologies might affect privacy, civil rights, civil liberties, and safety, along with plans to fix any negative impacts.
- Cost-Benefit Analysis: A requirement that the government weighs costs against benefits to ensure any large-scale technology deployment provides measurable improvements to border security before it happens.
