What this amendment would do
MR. PETERS submitted amendment SA 449 to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget.
The purpose of this amendment is to create a new rule in the Senate regarding tax breaks.
It aims to add a point of order against any legislation that gives tax credits to employers unless they have an agreement to remain neutral when their workers try to organize.
- This neutrality agreement may include agreeing not to run pre-election activities that undermine the certification of a labor organization.
- It may also include agreeing not to interfere with employee efforts to join or form a labor organization or take part in other activities protected under the National Labor Relations Act.
To bypass this rule or to appeal a ruling by the Chair, it will take an affirmative vote of three-fifths of the sworn Members of the Senate.
