What this amendment would do
SA 4489, submitted by Mr. Schiff, is an amendment to bill S. 1383.
The purpose of this amendment is to add a section expressing the sense of Congress regarding the independence of the Federal Communications Commission (FCC).
It aims to add the following points to the bill:
- The Federal Communications Commission is an independent agency.
- This independence is evidenced by the Supreme Court precedent in Wiener v. United States and the commission structures established by Congress in the Radio Act of 1927 and the Communications Act of 1934.
- Congress designed the Federal Communications Commission to be insulated from political influence and to operate independent of executive influence to the greatest extent possible.
