What this amendment would do
This amendment, submitted by Mr. Warner, aims to add a new section to bill S. 1383. This addition is known as the Immigration Enforcement Identification Safety Act of 2025 (or the IEIS Act).
The purpose of this amendment is to change the rules regarding how immigration enforcement personnel identify themselves and to provide financial support for their data privacy.
Identification Changes
The amendment requires covered immigration officers and law enforcement officers providing direct support to visibly display the following while performing public-facing immigration enforcement functions:
- Their last name and a unique individual identifier.
- The name of their employing organization or Federal law enforcement entity.
- Their face.
There are exceptions to these requirements for individuals using cover identities, those engaged in specific planned tactical operations for high-risk situations, or those performing functions that require face coverings.
Privacy Support
The amendment adds a provision for agencies to reimburse covered employees for up to 100 percent of the costs for privacy-enhancing services. These are technical solutions used to reduce or eliminate personal information to mitigate privacy risks. Reimbursement is subject to the submission of required documentation.
Protections for Information
The amendment specifies that it does not limit:
- Press reporting or investigation of alleged misconduct by a covered employee.
- Lawful disclosure of information regarding a covered employee or their immediate family on matters of public concern.
- Information voluntarily published on the internet by the employer or the covered employee.
