What this amendment would do
SA 4469, submitted by Mr. Sanders, aims to add a Sense of the Senate section to bill S. 1383.
The purpose of this amendment is to state that it is the sense of the Senate that non-citizen voting is virtually nonexistent.
To support this, the amendment includes the following findings:
-
Donald J. Trump won the 2024 presidential election with 77,302,580 of 155,238,302 total votes and 312 electoral votes.
-
The Heritage Foundation documented 77 confirmed instances of non-citizens voting in U.S. elections across all 50 states between 1999 and 2023.
-
A review in Utah during 2025 and 2026 of 2,100,000 registered voters found one confirmed noncitizen registered who never cast a ballot.
-
Idaho reviewed approximately 1,000,000 registered voters in 2024 and found 36 possible registered noncitizen voters.
-
A 2024 audit in Georgia found 20 registered noncitizen voters out of 8,200,000 registered voters.
