What this amendment would do

Mrs. Shaheen submitted amendment SA 446 to the congressional budget for the United States Government for fiscal year 2025. The purpose of this amendment is to create a deficit-neutral reserve fund that supports our air safety workforce.

What It Aims to Change or Add

  • Allows the Chairman of the Committee on the Budget of the Senate to make adjustments and revise allocations for legislation relating to supporting our air safety workforce.

  • Targets improvements for hiring, retention, pay, or quality-of-life for certified professional controllers, as well as improvements to technology and critical infrastructure.

  • Exempts all Federal Aviation Administration employees or other critical flight security personnel from specific executive orders and directives from the Office of Personnel Management and the Office of Management and Budget. These exemptions cover a federal hiring freeze, a deferred resignation program, and the dismissal of federal employees in their probationary period.

  • Reinstates fired Federal Aviation Administration employees, as long as the legislation does not increase the deficit from fiscal year 2025 through 2034.
