What this amendment would do
SA 4455, submitted by Ms. Rosen, is an amendment to be added to bill S. 1383. Its purpose is to state that there should be no pardon for Ghislaine Maxwell.
The amendment adds findings regarding Maxwell's convictions in the United States District Court for the Southern District of New York for offenses including:
- Conspiracy to transport minors with intent to engage in criminal sexual activity.
- Transportation of a minor with intent to engage in criminal sexual activity.
- Sex trafficking of a minor.
The text notes that Maxwell was sentenced to 20 years in Federal prison and mentions that President Donald Trump has stated he has the authority to grant a pardon and has not ruled out doing so.
The amendment establishes the sense of Congress that:
- The conviction and sentence reflect the gravity of the offenses.
- Granting a pardon, commutation, or executive clemency would be inconsistent with justice and accountability.
- The President should not grant any form of executive clemency to Ghislaine Maxwell.
- The Senate is committed to justice and the protection of children.
