What this amendment would do

This amendment, submitted by Mr. Wyden, aims to add a section regarding Beaches Environmental Assessment and Coastal Health to bill S. 1383.

The amendment proposes the following changes:

Water Quality Monitoring: It amends the Federal Water Pollution Control Act to include nearby shallow upstream waters when referring to coastal recreation waters. It also updates language to include waters that are "present on" beaches or similar public access points, rather than just those "adjacent to" them.
Contamination Identification: It allows State or local governments receiving grants to use those funds to identify specific sources of contamination for the affected waters. It also requires that any data relating to those identified sources be reported.
Funding: It updates the authorization of appropriations, changing the fiscal years from 2001 through 2005 to fiscal years 2027 through 2031.
EPA Guidance: It requires the Administrator of the Environmental Protection Agency to ensure that guidance provided to grant recipients reflects innovations in testing technologies for water contamination.
