What this amendment would do
SA 4441, submitted by Mr. Wyden, aims to add a section to bill S. 1383 regarding the repeal of executive documents.
The purpose of this amendment is to ensure that specific executive documents have no force or effect and to stop the use of Federal funds to implement, administer, enforce, or carry them out.
The documents targeted for repeal are:
- Executive Order 14154 (relating to unleashing American energy)
- Executive Order 14162 (relating to putting America first in international environmental agreements)
- Executive Order 14156 (relating to declaring a national energy emergency)
- Presidential memorandum issued January 20, 2025, regarding the temporary withdrawal of all areas on the Outer Continental Shelf from offshore wind leasing and the review of federal leasing and permitting practices for wind projects.
The amendment also includes a provision stating that nothing in the section should be seen as impairing any authority granted to the President.
