What this amendment would do
SA 4429, submitted by Mr. Gallego, aims to add a section to bill S. 1383 that condemns the Trump administration's recent decision to ease sanctions on the Russian Federation.
The amendment includes the following findings:
- On February 28, 2026, the United States launched strikes on the Islamic Republic of Iran.
- Iran has retaliated by attacking United States assets, facilities, and civilian infrastructure in 12 countries.
- Russia is reported to be helping Iran target United States assets and personnel.
- 13 members of the United States Armed Forces have been killed due to Iranian attacks as of March 16, 2026.
- On March 5, 2026, the Trump administration authorized transactions for 30 days related to India's purchase of Russian oil, which eased sanctions on Russia.
- This license helps Russia and oil-trading intermediaries benefit financially while Russia targets U.S. servicemembers.
- Easing sanctions allows Russia to further finance its war against Ukraine.
The purpose of this amendment is to express the sense of Congress in condemning the easing of sanctions on the Russian Federation while it continues its war against Ukraine and helps Iran target United States personnel and assets.
