What this amendment would do
This amendment proposes the Safeguard American Voter Eligibility Act (or the SAVE America Act). Its purpose is to implement stricter requirements for voter registration and election conduct, while also adding regulations regarding athletics and medical procedures for minors.
The amendment aims to add or change the following:
Voter Eligibility and Registration
- Requires applicants to provide documentary proof of United States citizenship to register for Federal office.
- Defines specific accepted documents, such as REAL ID compliant identification, U.S. passports, and military ID cards.
- Mandates that States use the SAVE system and other data sources to identify and remove noncitizens from voter rolls.
- Establishes criminal penalties for officials who purposefully register individuals without citizenship proof.
Voting Requirements
- Requires voters to present a valid physical photo identification to vote in person.
- Requires those voting other than in person to provide a copy of photo identification or the last four digits of their Social Security number with an affidavit.
- Mandates in-person voting as the general rule and prohibits universal vote-by-mail.
- Limits absentee voting to specific categories, such as illness, verified travel, or being a primary caregiver.
American Sports
- Prohibits Federal funds from being used for athletic programs that allow males to participate in activities designated for women or girls.
- Defines sex based on reproductive biology and genetics at birth.
Protection of Children
- Makes it a crime to perform genital or bodily mutilation or chemical castration on a minor.
- Defines chemical castration as the use of puberty-blocking drugs or hormones at doses higher than naturally produced.
- Provides exceptions for procedures necessary for the health of the minor, as certified by a licensed medical practitioner.
- Allows victims to bring a civil action for damages up to 20 years after turning 18.
