What this amendment would do
The amendment, titled the Responsible Retirement of Law Enforcement Firearms Act of 2026 (or RRLEF Act of 2026), aims to add new requirements regarding how law enforcement agencies handle firearms and how the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) shares information.
Key Changes and Additions:
-
Dealer Restrictions: It prevents applicants, grantees, or subgrantees from transferring firearms to, or buying firearms from, covered licensed dealers. A covered licensed dealer is one where the National Tracing Center has traced at least 25 firearms with a short time-to-crime (three years or less between retail sale and recovery during a criminal offense) in at least two of the three previous calendar years.
-
Public and Agency Notification: The Attorney General, through the ATF Director, must:
- Notify state or local law enforcement if a firearm transferred by that agency was used or suspected of being used in a crime.
- Post a public list of covered licensed dealers on the ATF website.
-
Legal Repeals: The amendment repeals specific limitations on the public disclosure of ATF database information found in several public laws dating from 2003 to 2012.
