What this amendment would do

SA 4391, submitted by Mr. Hagerty, is an amendment to amendment SA 4308, which relates to bill H.R. 6644 (a bill to increase the supply of housing in America, and for other purposes).

The purpose of this amendment is to add a Rule of Construction to section 16A of the Federal Reserve Act.

It aims to ensure that nothing in that section grants the Board of Governors of the Federal Reserve System or a Federal reserve bank the authority to:

Issue or create a central bank digital currency.
Issue or create any digital asset that is substantially similar to a central bank digital currency, whether done directly or indirectly through an intermediary or financial institution.
