What this amendment would do
SA 4374, submitted by Ms. Ernst and Mr. Grassley, aims to change the United States Housing Act of 1937 by adding new rules regarding the portability of vouchers.
The purpose of this amendment is to:
-
Require a covered public housing agency (one that uses less than 95 percent of its available budget authority in a fiscal year) to notify the initial public housing agency if it will absorb a voucher using its own funds or bill the initial agency.
-
Mandate that a covered public housing agency make assistance payments to a portable family (a family seeking to rent outside the initial agency's jurisdiction) under an annual contributions contract with the Secretary.
-
Limit the ability of a covered public housing agency to bill the initial public housing agency for these assistance payments to a period of no more than 12 months starting from the initial billing date.
- 3/9/2026
