What this amendment would do
SA 4370, submitted by Mr. Barrasso, aims to change how energy efficiency standards are handled for housing. It proposes adding a section focused on Energy Efficiency Standards for Housing to bill H.R. 6644.
The amendment intends to:
-
Require the Secretary of Housing and Urban Development and the Secretary of Agriculture to withdraw the final determination known as Adoption of Energy Efficiency Standards for New Construction of HUD- and USDA-Financed Housing.
-
Stop these two secretaries from using Federal funds or taking action to implement that determination or any other that is substantially similar.
-
Force energy efficiency standards for covered programs to go back to the standards that existed before that final determination.
-
Prevent the Secretary of Veterans Affairs from using Federal funds or taking action to implement a substantially similar final determination.
-
Stop the Director of the Federal Housing Finance Agency from finalizing, implementing, or enforcing any rule or determination regarding energy efficiency standards for multifamily and single housing.
-
Amend Section 109(d) of the Cranston-Gonzalez National Affordable Housing Act to include a requirement that not fewer than 26 States have adopted an energy efficiency code or standard that meets or exceeds the requirements of the revised standard or code.
