What this amendment would do

The CONSTRUCTS Act of 2026 is an amendment to bill H.R. 6644. Its purpose is to create a program that provides grants to help eligible entities expand their ability to offer training, education, and outreach for careers in the residential construction industry.

The amendment aims to add the following to the bill:

  • Grant Program: The Secretary of Labor, with the Secretary of Education, will award competitive grants for up to 4 years.
  • Eligible Entities: Grants can be given to junior or community colleges, area career and technical education schools, or specific training service providers.
  • Priority and Focus: Priority is given to entities serving underserved populations or rural areas.
  • Use of Funds: Money must be used to create or expand evidence-based training in trades such as carpentry, plumbing, electrical work, HVAC, and others. Funds can also be used for hiring instructors, operating clinics in rural areas, and providing scholarships.
  • Requirements: Eligible entities must use flexible schedules (like night or online classes) and provide job search and placement services. They must also comply with all applicable labor laws.
  • Funding: The amendment authorizes $20,000,000 for each fiscal year from 2026 through 2030.
