What this amendment would do

SA 4349, submitted by Mr. Durbin, is an amendment to bill H.R. 6644. The purpose of this amendment is to prohibit bailouts of digital asset market participants.

It aims to add a section to the bill that prevents the following:

Financial Assistance: Federal agencies cannot provide financial assistance to digital asset intermediaries, digital asset service providers, distributed ledger protocols, decentralized finance trading protocols, or financial service providers regarding digital asset activities to prevent bankruptcy or failure.
Emergency Liquidity: These same entities cannot access any emergency liquidity facility established under section 13(3) of the Federal Reserve Act.
Exchange Stabilization Fund: The Secretary of the Treasury is prohibited from using funds from the Exchange Stabilization Fund for the benefit of these digital asset participants.
