What this amendment would do

Mrs. Shaheen submitted amendment SA 433 to the concurrent resolution for the fiscal year 2025 congressional budget. The purpose of this amendment is to hold the line and protect state and local communities from federal interference.

Specifically, the amendment aims to add a point of order to the Senate rules. This addition would block the Senate from considering legislation, resolutions, motions, or reports that would impede State and local efforts to adopt and implement updated building codes.

According to the text, these protected building code updates aim to achieve the following:

  • Protect life and property

  • Reduce losses from disasters

  • Lower home insurance costs

  • Improve indoor air quality

  • Lower energy costs for American families

If someone wants to break this rule and bring up a bill that gets in the way of these local building codes, it would take a three-fifths affirmative vote of the Senators chosen and sworn to waive the rule or to successfully appeal the ruling of the Chair.
