What this amendment would do

SA 4328, submitted by Mr. Risch, aims to change how standards for manufactured housing are handled within H.R. 6644.

The amendment seeks to add the following:

  • Changes to Standards: It amends Section 413 of the Energy Independence and Security Act of 2007 to allow the Secretary to recommend revisions to energy conservation standards to the Secretary of Housing and Urban Development.

  • Recommendation Criteria: It requires that these recommendations be based on cost-effectiveness, including lifecycle construction and operating costs, and include estimates on the initial purchase price of the homes.

  • Additional Considerations: Recommendations must consider factory construction techniques and limitations, climate zones, alternative methods for energy performance, and estimated payback periods for added costs.

  • Cancellation of Previous Rule: The amendment states that the Department of Energy final rule titled "Energy Conservation Program: Energy Conservation Standards for Manufactured Housing" from May 31, 2022, shall have no force or effect.
