What this amendment would do
SA 4325, submitted by Mr. Schiff, aims to change the Robert T. Stafford Disaster Relief and Emergency Assistance Act by adding a new section that prohibits institutional investors from soliciting properties after a major disaster.
The amendment adds the following:
-
Definition of Institutional Investor: An individual or entity that owns 75 or more single-family homes, either directly or indirectly, in any taxable year.
-
The Prohibition: For 6 months after a major disaster is declared, these investors cannot offer to buy any property, home, lot, or parcel in the affected area. This includes contact made via:
- Mail or interstate wire.
- Any other method of contact or solicitation.
-
Severability: If any part of this section is found to be unconstitutional, the rest of the section still applies to other people or circumstances.
