What this amendment would do
SA 4316, submitted by Ms. Hassan, aims to add a section called the HOUSING AND ECONOMIC DEVELOPMENT ACT to bill H.R. 6644. Its purpose is to improve how the Department of Housing and Urban Development and the Economic Development Administration work together on projects to build housing and implement economic development.
The amendment proposes that these two agencies create a memorandum of understanding or interagency agreement to:
- Increase collaboration on projects funded by both agencies, which may include coordinating application timelines, standardizing terms in funding notices, issuing joint guidance to cut down on duplicative reporting, and creating clear points of contact.
- Find barriers that stop further coordination and look for future opportunities for jointly funded projects.
- Share market data and housing-related research.
Additionally, the amendment requires the Secretary of Housing and Urban Development and the Assistant Secretary of Commerce for Economic Development to submit a joint report to specific Senate and House committees within one year. This report must recommend actions to improve efficiency and reduce barriers for future jointly funded construction projects.
