What this amendment would do
Mrs. Shaheen put forward this amendment, known as SA 431, to be added to the budget resolution for fiscal year 2025. As folks who vote and expect our elected officials to answer to us, we need to know what they are trying to do with our infrastructure money.
What it aims to change or add
This amendment adds a new rule to the Senate. The purpose is to protect the money that was already set aside for our roads, bridges, and other critical infrastructure.
-
Stops defunding: It creates a point of order in the Senate, which is basically a stop sign against considering any bill, resolution, motion, or amendment that takes back or rescinds funds that were already provided by the Infrastructure Investment and Jobs Act.
-
Makes it hard to bypass: To break this rule and pass something that takes away that infrastructure money, it would take a three-fifths vote of the Senators chosen and sworn in. The same three-fifths vote is needed to overrule the Chair if someone challenges a ruling on this matter.
