What this amendment would do
Mrs. Shaheen submitted this amendment, known as SA 425, to be proposed for the concurrent resolution S. Con. Res. 7, which sets the congressional budget for the United States Government for fiscal year 2025 and budgetary levels for fiscal years 2026 through 2034.
What It Aims to Change or Add
This amendment adds a new section to title III called a deficit-neutral reserve fund relating to supporting local law enforcement. It allows the Chairman of the Committee on the Budget of the Senate to change committee allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger.
These adjustments can be made for legislation relating to supporting local law enforcement agencies, which may include making sure local law enforcement agencies and communities do not pay the bill for unfunded Federal mandates. This can only happen if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
