What this amendment would do
Mrs. Shaheen submitted amendment SA 424 to the concurrent resolution on the budget for fiscal year 2025 and levels through 2034. The purpose of this amendment is to create a deficit-neutral reserve fund that protects military readiness by requiring the tracking and reimbursement of non-traditional defense expenditures.
The amendment aims to allow the Chairman of the Senate Committee on the Budget to adjust allocations, aggregates, and other levels for legislation that ensures military costs and activities are properly documented and reimbursed. Specifically, it covers documenting and reimbursing the Department of Defense for costs associated with:
- Using military aircraft and aircrew to transport migrants from the United States to any other location.
- Expanding, constructing, and maintaining the Migrant Operations Center at Guantanamo Bay.
- Using military personnel to perform functions at the Migrant Operations Center at Guantanamo Bay.
- Deploying active-duty military personnel to the Southern Border of the United States.
- Expanding, constructing, and maintaining a wall or barrier on the border between the United States and Mexico.
To hold officials accountable and protect the people's hard-earned money, any such legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
