What this amendment would do
Mrs. Shaheen submitted SA 423, which is an amendment intended to be proposed to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget.
The purpose of this amendment is to add a deficit-neutral reserve fund relating to reducing economic harm to American businesses and consumers from the U.S. sugar program.
It aims to allow the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger. This applies to legislation relating to reducing economic harm for American businesses and consumers negatively impacted by the sugar program authorized under section 156 of the Federal Agriculture Improvement and Reform Act of 1996.
- This may include expanding sugar supplies in the United States.
- The changes are allowed by the amounts provided in such legislation for those purposes.
- The legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
