What this amendment would do

Mrs. Shaheen submitted amendment SA 418, which is intended to be proposed to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 congressional budget.

The purpose of this amendment is to add a reserve fund at the end of title III relating to reducing wasteful spending in the Federal crop insurance program.

It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, other appropriate levels, and make adjustments to the pay-as-you-go ledger. This applies to legislation relating to reducing wasteful spending in the Federal crop insurance program, which may include:

  • Limiting payments to larger corporate farms and higher-income operations

  • Increasing transparency in crop insurance

  • Retaining support for small, independent farms
