What this amendment would do

Mrs. Shaheen submitted amendment SA 416 to the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.

The purpose of this amendment is to add a point of order against legislation that significantly increases the deficit when interest expenses are already high.

It aims to add a rule in the Senate making it out of order to consider bills, joint resolutions, motions, amendments, amendments between the Houses, or conference reports that would increase the deficit by more than $100,000,000,000 over the budget year and the ensuing 9 fiscal years. This restriction applies if the most recent Congressional Budget Office outlook projects net Federal interest outlays of more than 3 percent of the United States gross domestic product in any of those years.

  • This rule can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
  • An affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, is also required to sustain an appeal of the ruling of the Chair on a point of order raised under this section.
