What this amendment would do

As folks who want to make sure our elected officials are working for us, we need to know what they are trying to pass. Mrs. Shaheen submitted amendment SA 415, which proposes adding a new section to title III of the concurrent resolution.

The purpose of this amendment is to set up a deficit-neutral reserve fund relating to making housing more affordable. It aims to allow the Chairman of the Committee on the Budget of the Senate to make changes to financial allocations, aggregates, and the pay-as-you-go ledger for legislation that makes housing more affordable.

To reach that goal, the amendment explicitly mentions that the legislation may include:

  • Providing tax credits to develop housing.
  • Ensuring sweeping tariffs do not increase the cost of housing construction.
  • Preventing Federal staffing cuts which slow needed approvals for permitting of housing development.

This can only happen if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
