What this amendment would do

SA 4148, proposed by Mr. Marshall for Mr. Scott of Florida, aims to add funding controls to the bill authorizing the Earthquake Hazards Reduction Act of 1977.

The amendment adds two specific requirements:

  • Funding Sources: Funds used by an agency to carry out the Act can only come from amounts authorized to be appropriated to that agency, as provided in advance in appropriations Acts.

  • Deficit Reduction: Any appropriated amount for an agency's responsibility under this Act that is cancelled under section 1552(a) of title 31, United States Code, must be transferred to the general fund of the Treasury to be used for deficit reduction.
