What this amendment would do
SA 4144, submitted by Mr. SCHUMER, is an amendment to bill H.R. 4016, which deals with appropriations for the Department of Defense for the fiscal year ending September 30, 2026.
The purpose of this amendment is to stop the Department of Justice from using any funds from the Act to approve or facilitate claims that meet these two conditions:
-
The claim is subject to the Federal Tort Claims Act (chapter 171 of title 28, United States Code).
-
The claim results in a personal payment for the personal benefit of the President, whether that payment is a settlement or issued under the Judgement Fund (section 1304 of title 31, United States Code).
