What this amendment would do
This amendment, submitted by Mr. Warner, aims to add a new section to bill H.R. 4016 regarding disclosures and reports on how artificial intelligence (AI) impacts jobs.
The purpose of this addition is to require certain organizations, called covered entities, to report AI-related job data to the Secretary of Labor.
What it adds to the bill:
-
Reporting Requirements: Covered entities must disclose quarterly data to the Secretary, including:
- The number of people laid off because of AI replacement or automation.
- The number of people hired because of the incorporation of AI.
- The number of positions left unfilled because of AI automation.
- The number of people being retrained due to AI.
- Other AI job impact information as decided by the Secretary.
- Corresponding North American Industry Classification System codes.
-
Government Action:
- The Secretary may use or revise surveys, potentially collaborating with the Bureau of the Census, to collect this data.
- The Secretary of Labor must prepare quarterly reports summarizing this data and analyzing the net impact.
- These reports and the underlying data must be published on the Bureau of Labor Statistics website and submitted to Congress.
-
Scope of Entities:
- The requirements apply to publicly-traded companies and government agencies.
- The Secretary will create regulations to determine which non-publicly-traded companies must also report based on factors like workforce size, revenue, or industry classification.
