What this amendment would do
Mr. Bennet submitted this amendment, numbered SA 410, to the Senate's congressional budget resolution for fiscal year 2025. Plainly put, its purpose is to set up a deficit-neutral reserve fund relating to air traffic controllers.
How It Changes the Bill
This amendment adds a new section to the end of title III of the budget resolution. It gives the Chairman of the Senate Committee on the Budget the power to change budget allocations and make adjustments.
The Chairman can only do this for legislation that prohibits any action that would reduce the number of air traffic controllers.
There is a strict common-sense rule attached to this power: the legislation cannot increase the federal deficit over the total period of fiscal years 2025 through 2034.
