What this amendment would do

SA 4094, submitted by Mr. Durbin, is an amendment to bill H.R. 4016, which handles appropriations for the Department of Defense for the fiscal year ending September 30, 2026.

The purpose of this amendment is to ensure that no funds from this Act or any prior Act are used to use U.S. military bases or areas under military control for detaining noncitizens who:

  • Are physically present in the United States.
  • Have been transferred from the United States.
