What this amendment would do

SA 4090, submitted by Mr. Wyden, aims to add a section to bill H.R. 4016. Its purpose is to require the Department of Justice and the Federal Bureau of Investigation to provide the Senate with an unclassified report and briefing within 60 days of the Act's enactment.

This report and briefing must focus on criminal investigations into individuals employed by Jeffrey Epstein who controlled the movement of funds in and out of his bank accounts. Specifically, the amendment requires:

  • A list of all FBI criminal investigations into anyone who was employed by Epstein, had signatory authority over his bank accounts, or served as an executor or beneficiary of his estate. This list must include the subject or target, the conduct investigated, and the result.

  • Copies of all declination memoranda from the Department of Justice regarding individuals who were Epstein's employees, had signatory authority over his accounts, or were an executor or beneficiary of his estate.

  • A detailed analysis of whether the FBI questioned Darren Indyke, Richard Kahn, or Harry Beller regarding criminal investigations into Epstein or Ghislane Maxwell, including the dates of questioning.

  • A list of cash withdrawals and wire transfers made by Darren Indyke, Richard Kahn, or Harry Beller from Epstein's accounts at institutions like JPMorgan Chase & Co., Deutsche Bank, BNY Mellon, or others, which the FBI identified as related to or furthering Epstein's sex trafficking conspiracy. This must include the date, amount, and the financial institution.
