What this amendment would do

This amendment was put forward by Mr. Bennet, along with Mr. Blumenthal and Ms. Warren. Its purpose is to create a deficit-neutral reserve fund relating to operations at the United States southern border.

What it aims to change or add:

  • It adds a new section to title III regarding the Department of Defense.
  • It aims to ensure the Department of Defense does not conduct operations at the U.S. southern border that increase its budget spending without giving a detailed cost estimate to the Armed Services committees.
  • The cost estimate must include budget offsets by program.
  • It allows the Chairman of the Senate Committee on the Budget to make adjustments to budget levels and allocations for legislation that meets these rules, as long as it does not increase the deficit from fiscal year 2025 through fiscal year 2034.
