What this amendment would do

SA 4088 is an amendment submitted by Mr. Merkley to H.R. 4016. Its purpose is to make a Wildfire Funding Adjustment.

The amendment aims to change and add the following to the bill:

  • Statutory Caps: It changes the date in the Balanced Budget and Emergency Deficit Control Act of 1985 from 2027 to 2037 and adds specific funding amounts for each fiscal year from 2028 through 2037, ranging from $4,610,000,000 in 2028 to $7,150,000,000 in 2037.

  • Budget Adjustments: It adds a section to the Congressional Budget Act of 1974 for adjustments regarding wildfire suppression. This requires the chairman of the Committee on the Budget to adjust discretionary spending limits, allocations to the Committees on Appropriations, and budget aggregates to reflect additional budget authority for wildfire suppression operations in the Department of Agriculture or the Department of the Interior.

  • Enforcement and Limits: These adjustments are to be used for congressional enforcement and are limited to the specific dollar amounts listed for each fiscal year between 2028 and 2037.
