What this amendment would do

SA 4080, submitted by Mrs. Gillibrand, aims to add funding for the Corporation for Public Broadcasting (CPB) to bill H.R. 4016.

The amendment proposes an appropriation of $371,000,000, which is divided as follows:

  • $18,550,000 for CPB administrative expenses.
  • $22,260,000 for purposes described in section 396(k)(3)(A)(i)(II) of the Communications Act of 1934.
  • $220,732,000 for fiscal stabilization grants to public television licensees and permittees to preserve small and rural stations and maintain services.
  • $69,458,000 for fiscal stabilization grants to public radio licensees and permittees to preserve small and rural stations and maintain services.
  • $40,000,000 for upgrading and replacing the public broadcasting interconnection system and other infrastructure technologies.

The amendment also adds specific restrictions on how this money can be used. Funds cannot be used for:

  • National public television or radio programming.
  • Receptions, parties, or similar entertainment for government employees or officials.
  • Programs that discriminate based on religion, sex, national origin, color, or race.
  • Political tests or qualifications for CPB personnel actions.
