What this amendment would do
SA 4076, submitted by Mr. Lujan, aims to add specific restrictions and oversight to how funds are handled for the National Aeronautics and Space Administration under the heading "science" within bill H.R. 4016.
The amendment seeks to change the bill by adding the following:
-
Spending Limits: It prohibits using "science" funds for anything other than the programs, projects, and activities listed in the Act, the Senate report, and the accompanying explanatory statement.
-
Control of Funds: It prevents funds from being transferred, reprogrammed, deferred, or withheld unless the House and Senate Committees on Appropriations follow required reprogramming procedures.
-
Official Responsibilities: The NASA Administrator and the Director of the Office of Management and Budget must spend funds according to the Act's purposes and cannot delay the obligation of funds without notifying the Committees on Appropriations.
-
Certification: The Director of the Office of Management and Budget must provide a certification to the Committees on Appropriations within 30 days of the Act's enactment, stating that the "science" funds are being made available without delay and in line with congressional intent.
