What this amendment would do

SA 4074, submitted by Ms. Baldwin, is an amendment intended for H.R. 4016, which handles appropriations for the Department of Defense for the fiscal year ending September 30, 2026.

The purpose of this amendment is to require the Director of the National Science Foundation to reinstate any grant or award that was cancelled on or after January 20, 2025.

There are specific exceptions to this reinstatement. Grants or awards will not be reinstated if they were cancelled because of:

  • Financial mismanagement
  • Research fraud
  • Malfeasance
