What this amendment would do

SA 4073, submitted by Ms. Alsobrooks, is an amendment to SA 3951, which is intended for bill H.R. 4016. This bill focuses on appropriations for the Department of Defense for the fiscal year ending September 30, 2026, and other purposes.

The purpose of this amendment is to add a requirement for the Secretary to renew expiring contracts for:

  • Leasing
  • Rental assistance
  • Operating costs for permanent housing

These renewals must be done in accordance with section 429 of the McKinney-Vento Homeless Assistance Act, provided that the collaborative applicant for the geographic area certifies the following:

  • There is a demonstrated need for the project.
  • The project follows the appropriate standards of housing quality and habitability.
  • The project meets the criteria explicitly required under subtitle C of title IV of the McKinney-Vento Homeless Assistance Act or its implementing regulations.
