What this amendment would do
SA 4068, submitted by Mr. Warnock, aims to add a requirement for the FAA Administrator to provide briefings to specific Congressional committees regarding mandatory reductions in service at high impact airports during a lapse in appropriations that started on October 1, 2025.
The amendment seeks to add the following requirements:
-
Initial Briefing: Within 30 days of enactment, the Administrator must explain the justification for flight reductions. This includes comparing staffing levels, delay and cancellation rates, and near miss rates from the 14 days before the reduction against the same time frames from the previous two years.
-
Safety and Data: The briefing must include safety concerns reported by airline or airport employees, air traffic controllers, or their union representatives, as well as any other data used by the Administrator.
-
Financial Impact: The Administrator must report the total cost of flight reductions, including lost salaries for airport and airline employees.
-
Future Briefings: If any Federal agency orders operation limitations on navigable airspace during a lapse in appropriations, the Administrator must brief Congress within 3 days.
