What this amendment would do

SA 4053, submitted by Mr. Merkley, is an amendment to bill H.R. 4016, which deals with appropriations for the Department of Defense for the fiscal year ending September 30, 2026.

The purpose of this amendment is to stop the use of funds to depict current federal officials on public land units and related materials. Specifically, it aims to prohibit the use of any funds from the Act to show the name, image, or likeness of the following people who are in office at the time of the depiction:

  • President
  • Vice President
  • Cabinet secretary
  • Member of Congress

This prohibition applies to several areas, including:

  • Naming or depicting officials on a public land unit
  • Public structures, signage, or vehicles associated with a public land unit
  • Written materials such as maps, newsletters, flyers, permits, and entry passes
  • Any other physical or printed government property intended for public display or consumption at a public land unit

The only exception to this rule is when the depiction is required for official Federal documentation purposes.
