What this amendment would do

SA 4051, submitted by Mr. Merkley, is an amendment to SA 3951 and bill H.R. 4016.

The purpose of this amendment is to prohibit the use of funds from this Act or any other appropriations Acts to:

  • Close or consolidate the locations or resources of existing research and development facilities.
  • Relocate employees assigned to those facilities.

This applies to facilities such as laboratories or experimental forests operated by the following:

  • United States Fish and Wildlife Service
  • United States Geological Survey
  • Bureau of Safety and Environmental Enforcement
  • Environmental Protection Agency
  • Forest Service

These actions are prohibited unless they are provided for in the Act and identified in the applicable budget justification.
